Rhode Island State Trooper Charlie Baileygates has a multiple personality disorder. One personality is crazy and aggressive, while the other is more friendly and laid back. Both of these personalities fall in love with the same woman named Irene after Charlie loses his medication.

He starts to live with the woman who hit him as she feels a bit responsible for hurting him other than the fact that she is afraid of getting into any trouble because of this accident. Tan is trying to recollect his memories while living with the woman and her nephew.

The film offers a parallel narrative of the drastic political and social changes experienced in these two countries on the hand of rich first-hand films and photos gathered from the personal archive of the narrator and other resources. Citizen Irene is also the first documentary film concerning the relation between Iran and Germany.

Security guard Aurel (Andi Vasluianu) and his wife Irene have a moderately happy marriage and a moderately comfortable lifestyle in urban Romania. Irene takes a working trip to Cairo and returns invigorated with the swell of success. She sets out again and never returns. What follows is both predictable and unpredictable.
